1.1 Purpose of the Manual
This Accounting Manual establishes the standard operating procedures for the financial administration of Roanoke County Public Schools (RCPS). It provides a consistent framework for managing School Board funds and school activity funds, including requirements related to internal controls, accounting, budgeting, receipts and disbursements, reporting, recordkeeping, safeguarding of assets, and financial oversight.
RCPS is entrusted with the stewardship of funds received from taxpayers, parents, students, governmental agencies, grantors, donors, and other sources. Employees responsible for collecting, spending, recording, approving, or overseeing funds must conduct financial activities with integrity, transparency, accountability, and appropriate internal controls.
The procedures contained in this manual are intended to promote consistent financial practices throughout the school division and to provide employees with practical guidance for carrying out their fiscal responsibilities.
1.2 Governing Authority
Financial activities of Roanoke County Public Schools must be conducted in accordance with applicable governing authority. This manual establishes the administrative and accounting procedures RCPS uses to carry out those requirements. This manual does not supersede any controlling law, regulation, School Board policy or administrative regulation, grant or donor restriction, contractual requirement, or other binding requirement.
When a provision of this manual conflicts with a controlling requirement, the controlling requirement governs. Questions concerning which requirement controls or how competing requirements should be applied must be referred to the Chief Financial Officer or designee.
1.3 Applicable Laws, Regulations, Policies, and Procedures
Financial activities governed by this manual must comply, as applicable, with:
- Federal laws, regulations, grant requirements, and award terms;
- The Code of Virginia;
- The Virginia Administrative Code, including applicable regulations of the Virginia Board of Education;
- Guidance, reporting requirements, and accounting requirements issued by the Virginia Department of Education;
- Roanoke County School Board policies and administrative regulations;
- County of Roanoke purchasing and procurement requirements applicable to RCPS;
- Contractual, grantor, donor, and other funding-source restrictions; and
- Procedures, forms, accounting standards, system requirements, and written guidance issued by the Finance Department.
Key School Board policies and administrative regulations related to fiscal operations include, but are not limited to:
- Policy 4.03 — Custody and Disbursement of School Funds
- Policy 4.04 and 4.04AR — Financial Accounting and Reporting
- Policy 4.06 — Purchasing Authority
- Policy 4.30 and 4.30AR — Student Activity Fund Manual
- Policy 9.14 and 9.14AR — Food Services
Additional policies and administrative regulations apply to specific activities, including student fees, fundraising, procurement, grants, payroll, travel, inventory, and other financial transactions. References within this manual are intended to assist users but are not an exhaustive listing of all applicable requirements.
1.4 Authority of the Finance Department
The RCPS Finance Department is responsible for establishing, administering, and maintaining division-wide accounting and financial procedures consistent with applicable laws, regulations, School Board policies and administrative regulations, and other governing requirements.
Within the authority delegated by the Superintendent and School Board, the Finance Department is responsible for:
- Establishing accounting procedures, internal control requirements, and financial reporting standards;
- Maintaining the division's chart of accounts and financial accounting structure;
- Establishing required financial forms, documentation, workflows, and system procedures;
- Providing guidance, training, and technical assistance to departments and schools;
- Monitoring compliance with financial policies and procedures;
- Reviewing financial activity and supporting documentation when necessary;
- Requiring corrections, reconciliations, reclassifications, or other corrective actions when financial records or processes do not comply with established requirements; and
- Issuing supplemental instructions or additional controls when necessary to safeguard assets or address financial risk.
All departments, schools, and employees engaged in financial activities are required to follow applicable Finance Department procedures.
1.5 Relationship to Other RCPS Policies, Regulations, and Procedures
This manual supplements School Board policies, administrative regulations, departmental procedures, and other RCPS guidance. It explains how financial requirements are carried out in practice and must be used together with the underlying policy or administrative regulation when applicable.
A department head, Principal, or program administrator may establish additional financial policies, procedures, or controls that are more restrictive than those contained in this manual. All such local requirements must be formally documented and approved by the Finance Department before implementation. Exceptions to requirements of this manual must follow Section 1.6.
Specialized procedures issued for particular programs or activities, including grants, Nutrition Services, payroll, procurement, benefits, capital projects, or other specialized operations, remain applicable in addition to this manual.
1.6 Interpretation and Exceptions
Questions regarding the interpretation or application of this manual should be directed to the Finance Department. The Chief Financial Officer or designee is responsible for providing official interpretations of financial procedures when clarification is necessary.
Exceptions to procedures contained in this manual must be approved in writing and in advance by the Chief Financial Officer or designee.
When advance approval is not practicable because of an emergency, the circumstances must be documented and submitted to the Chief Financial Officer or designee for review as soon as practicable.
An exception may not be granted when it would conflict with applicable law, regulation, School Board policy or administrative regulation, grant or donor restriction, contractual requirement, or other controlling authority. Exceptions are limited to the specific circumstances for which they are approved and must be documented and retained with the applicable financial records.
Approval of an exception in one circumstance does not establish a continuing exception or precedent for future transactions.
1.7 Manual Maintenance and Revisions
The Finance Department is responsible for maintaining this Accounting Manual and reviewing it periodically to ensure that it remains current and effective.
The manual may be revised as necessary to reflect changes in federal or state laws or regulations; School Board policies or administrative regulations; Virginia Department of Education requirements; accounting systems or business processes; audit findings or recommendations; internal control requirements; or other changes in financial operations or best practices.
Updates may be issued to individual sections without republication of the entire manual. The current electronic version published by RCPS is the official version and supersedes previously issued versions of the affected procedures.
Substantive revisions will identify the applicable effective or revision date when appropriate.
This Accounting Manual supersedes and replaces prior accounting and procedural manuals issued by Roanoke County Public Schools to the extent those prior manuals address matters covered by this manual.

- 2.3 Types of Funds
- 2.4 Outside Organizations and Funds Not Controlled by RCPS
- 2.5 Fiscal Year and Reporting Periods
- 2.6 Accounting Basis and Financial Reporting
- 2.7 Official Accounting Systems and Records
2.1 Applicability of the Manual
This manual applies to all departments, schools, programs, and activities of Roanoke County Public Schools (RCPS) with financial responsibilities involving funds under RCPS custody or control.
It also applies to individuals acting on behalf of RCPS when collecting, receiving, depositing, authorizing, spending, recording, reconciling, or reporting those funds.
The financial resources and activities covered by this manual are described in Section 2.2. Requirements concerning financially independent outside organizations are addressed in Section 2.4.
2.2 Funds and Activities Covered
Financial resources covered by this manual include all funds owned, controlled, administered, or accounted for by RCPS, regardless of their original source.
These resources include appropriations and allocations; federal, state, and local funding; grants; fees; donations; fundraising proceeds; athletic and student organization funds; field trip and activity collections; ticket and concession sales; and other funds received or administered by RCPS for an RCPS school, department, program, team, club, or activity.
Once funds are accepted for an RCPS purpose and placed under RCPS control, they must be accounted for through the appropriate RCPS accounting process. Funds retained by financially independent outside organizations are addressed in Section 2.4.
2.3 Types of Funds
For purposes of this manual, RCPS financial activity is administered through two primary accounting environments: School Board funds and school activity funds. This operational distinction describes how financial activity is administered and does not determine the fund classification used for external financial reporting. Funds within either category may also be restricted or designated for a specific purpose.
School Board Funds
School Board funds are funds administered through the division-level accounting system for the operations, programs, and responsibilities of Roanoke County Public Schools. These funds include operating resources as well as grants, Nutrition Services, capital and construction, replacement funds, and other funds established for School Division purposes. School Board funds are recorded and administered in accordance with applicable budget, appropriation, legal, grant, and RCPS requirements.
School Activity Funds
School activity funds are funds maintained and accounted for at the school level for school-sponsored activities and approved school purposes. Under 8VAC20-240-10, funds derived from extracurricular school activities and other activities of the school involving staff, students, or school property are classified as school activity funds unless the School Board determines that specific funds are excluded from the requirements of the regulation.
School activity funds may include funds associated with student organizations, athletics, school-sponsored fundraising, field trips, school stores, concessions, approved fees, donations, and other approved school-level activities. Funds collected or raised for a specific organization, team, activity, or purpose must remain separately identifiable and be used consistently with the purpose for which they were collected.
Restricted and Special-Purpose Funds
A School Board fund or school activity fund may be subject to an external restriction or may be internally designated for a particular purpose. Examples include grants, donor-restricted contributions, scholarships, capital projects, specific club or athletic funds, field trip collections, and fees collected for a particular purpose.
Funds subject to a legal, contractual, grantor, donor, or other external restriction must be used only for the authorized purpose. Funds internally designated for a particular purpose must be used in accordance with the applicable RCPS authorization or designation.
The existence of an available balance does not, by itself, make funds available for another purpose. Questions regarding the allowable use or transfer of restricted or designated funds must be referred to the Finance Department before the funds are spent or transferred.
2.4 Outside Organizations and Funds Not Controlled by RCPS
PTAs, PTSOs, booster clubs, foundations, and similar organizations may support RCPS schools and programs while operating separately from RCPS and maintaining their own financial and governance structures. Funds retained by an outside organization must remain separate from RCPS funds and may not be commingled with RCPS funds. RCPS funds may not be deposited into an outside organization's account.
When an outside organization makes an approved donation or other authorized payment to RCPS, the funds must be accepted, deposited, and recorded through the appropriate RCPS accounting process. Once accepted by RCPS, those funds are RCPS funds and are subject to applicable RCPS requirements.
Although these organizations are financially independent, their activities may be subject to applicable RCPS requirements when using an RCPS school name, property, or facilities; involving RCPS students; or conducting activities associated with an RCPS school or program.
Detailed requirements for PTAs, PTSOs, booster clubs, and similar organizations are contained in the RCPS Parent Organization Guidelines.
2.5 Fiscal Year and Reporting Periods
The RCPS fiscal year begins July 1 and ends June 30.
The normal monthly accounting and reporting period is the calendar month. School activity funds are also subject to monthly reporting requirements under 8VAC20-240-40.
Transactions must be recorded in the appropriate fiscal year and reporting period. Monthly and year-end closing schedules, reconciliation requirements, and reporting deadlines are established by the Finance Department.
The beginning of a new fiscal year does not eliminate an existing restriction, commitment, or obligation associated with funds.
2.6 Accounting Basis and Financial Reporting
RCPS records and reports financial activity using the accounting methods applicable to the fund, transaction, and purpose of the financial report. Internal budgetary reports, grant reports, school activity fund reports, and external financial statements may be subject to different accounting or reporting requirements.
School activity funds are maintained on the cash basis for day-to-day school-level accounting. Receipts are recorded when money is received, and disbursements are recorded when money is paid. The Finance Department determines any adjustments necessary to incorporate school activity fund activity into the division's external financial statements.
School Board funds are maintained and reported using the accounting basis applicable to each fund and reporting purpose. The accounting basis used for external financial reporting does not, by itself, determine budget availability or spending authority.
Employees must record transactions in the designated accounting system, reporting period, and financial accounts in accordance with procedures established by the Finance Department. Employees may not independently change the accounting treatment of a transaction outside established Finance Department procedures.
The Finance Department determines and records, or directs, accruals, adjustments, reclassifications, and other entries necessary for year-end closing and external financial reporting.
2.7 Official Accounting Systems and Records
The official RCPS accounting systems are:
School Board Funds: Microsoft Dynamics 365 Finance (D365)
School Activity Funds: TrackYourFunds
Other approved applications may support collections, purchasing, banking, payroll, grants, or other financial processes but do not replace the official accounting record unless specifically designated by RCPS.
Financial records must be maintained on a current and accurate basis and supported by sufficient documentation to demonstrate the purpose and amount of the transaction; appropriate account coding; required authorization and approval; receipt of funds, goods, or services; and any restrictions or other requirements applicable to the transaction.
Spreadsheets and other locally maintained records may be used as supporting schedules when necessary but do not replace transactions required to be recorded in the official accounting system.
Differences between supporting records and the official accounting system must be investigated and corrected promptly.

- 3.3.4 Teachers, Coaches, Sponsors, and Other Collectors
3.3.1 Principals
The Principal is the fiduciary agent for all school activity funds at the school and is accountable to the Superintendent for the management and oversight of those funds.
Under 8VAC20-240-20, the Principal must ensure that accurate records of school activity fund receipts and disbursements are maintained in accordance with applicable requirements. The Principal or an approved designee performs the duties of school finance officer or central treasurer. The Principal must obtain approval from the Chief Financial Officer before designating another individual to serve as school finance officer or central treasurer.
The school finance officer must be bonded in accordance with 8VAC20-240-20 and School Board requirements. The Principal must coordinate with the Finance Department to verify that required coverage is in place for the individual serving in that role.
The Principal is responsible for ensuring that staff handling school activity funds follow the procedures in this manual and that adequate internal controls are maintained. While certain duties may be delegated, responsibility for the proper management and safeguarding of school activity funds remains with the Principal.
The Principal must ensure that school activity funds are used only for their intended purposes and to benefit students or support authorized school programs.
Key responsibilities include:
- Approving expenditures;
- Reviewing monthly financial reports;
- Reviewing bank statements and reconciliations;
- Monitoring account balances and financial activity;

They may assist with:
- Reviewing financial records
- Approving transactions when properly authorized

- 4.12 Financial Training and Continuity
- 4.13 Conflict of Interest and Ethical Conduct
- 4.14 Fraud, Theft, Loss, and Financial Irregularities
- 4.15 Control Weaknesses, Exceptions, and Corrective Action
4.1 Purpose of Internal Controls
Internal controls are the policies, procedures, and review activities used to safeguard RCPS funds and assets, maintain accurate financial records, promote accountability, and reduce the risk of error, fraud, waste, or misuse.
Internal controls apply to all employees involved in collecting, receiving, safeguarding, approving, spending, recording, reconciling, or overseeing RCPS funds or assets.
Internal controls provide reasonable, but not absolute, assurance that financial activities are properly authorized, accurately recorded, adequately supported, and conducted in accordance with applicable requirements.
4.2 Responsibility for Internal Controls
Internal control is a shared responsibility. Employees are responsible for following established procedures, maintaining required documentation, safeguarding RCPS resources, and completing assigned review or control activities.
Administrators and supervisors are responsible for providing appropriate oversight of financial activities within their areas of responsibility. Financial duties may be delegated, but responsibility for appropriate oversight remains with the administrator or supervisor.
The Finance Department establishes division-wide financial procedures, provides guidance and training, monitors compliance, and may require additional controls when necessary.
4.3 Segregation of Duties
Financial responsibilities must be separated whenever practicable so that no one individual controls all phases of a financial transaction.
Key duties that should be separated include authorization or approval; custody or collection of funds or assets; recording transactions; reconciliation; and independent review.
An employee may not approve a payment, reimbursement, or other transaction payable to or directly benefiting themselves. When staffing limitations prevent adequate segregation of duties, compensating controls must be established and documented in accordance with Section 4.11.
4.4 Authorization and Approval
Financial transactions must be authorized and approved by individuals acting within their assigned authority. When prior approval is required, it must be obtained before RCPS is obligated to a vendor or other party.
Approval indicates that the reviewer has determined that the transaction has a legitimate RCPS purpose, funding is available and appropriate, required documentation is present, and applicable financial procedures have been followed.
Transactions may not be divided, altered, or otherwise structured to avoid an approval, purchasing, or other financial requirement.
4.5 Supporting Documentation and Audit Trail
Financial transactions must be supported by sufficient documentation to allow another person to understand the nature, purpose, amount, funding source, and approval of the transaction.
Supporting documentation may include invoices, receipts, requisitions, purchase orders, contracts, deposit records, approval records, grant documentation, evidence of receipt of goods or services, and other records applicable to the transaction.
Corrections, transfers, voids, journal entries, and other adjustments must retain a clear audit trail and include documentation explaining the reason for the change. Financial records must be retained in accordance with applicable records-retention requirements.
4.6 Recording and Classification of Transactions
Financial transactions must be recorded completely, accurately, and timely, and in the appropriate accounting period.
Transactions must be recorded using the appropriate fund, account, function, program, location, project, grant, or other required financial coding.
Errors must be corrected when identified. Transactions may not be intentionally recorded in an incorrect account, period, or funding source to avoid a budget limitation, funding restriction, approval requirement, or other financial requirement.
4.7 Reconciliations and Independent Review
Financial records must be reconciled to independent supporting information to verify that transactions and balances are complete and accurate. Reconciliations must be completed in accordance with the applicable procedures and schedules established by the Finance Department.
Reconciliations may include bank accounts, purchasing card activity, receivables, grants and projects, payroll and benefits, open purchase orders and encumbrances, clearing accounts, inventory, and other financial records as applicable.
Differences must be investigated promptly. Errors must be corrected, and valid outstanding items must be identified, supported, and monitored until cleared.
Reconciliations must receive documented independent review. When staffing limitations prevent independent review, an appropriate compensating control must be established in accordance with Section 4.11. Evidence of preparation and review, or of the applicable compensating control, must be maintained.
4.8 Safeguarding Cash and Other Assets
RCPS funds, equipment, financial records, and other assets must be protected from loss, theft, unauthorized use, damage, or misuse. Access must be limited to individuals with an authorized business need.
Cash and checks require additional safeguards because of their susceptibility to loss or misuse. Collections must be documented, secured, and submitted in accordance with procedures established by the Finance Department.
Change funds may be established only when authorized, must be used solely for making change, and must be secured and reconciled in accordance with established procedures.
4.9 Access to Financial Systems and Records
Access to financial systems, banking information, financial records, and confidential financial information must be limited to the level necessary for an employee to perform assigned responsibilities.
Employees must use only their individually assigned system credentials and may not share passwords, authentication codes, or approval credentials. Employees may not process or approve transactions using another employee's credentials.
Access must be updated when responsibilities change and removed when access is no longer required. Employees who believe they have access that is not necessary for their assigned responsibilities must notify the appropriate administrator or system administrator.
4.10 Financial Review and Monitoring
Financial activity must be reviewed periodically to determine whether established procedures are being followed and whether financial records remain accurate and complete. Required financial reviews must be completed at the frequency established by the Finance Department.
Review should include, as applicable, unusual transactions, budget variances, negative balances, outstanding receivables or obligations, unreconciled differences, missing documentation, untimely transactions, and other activity requiring follow-up.
Required reviews must be documented through an electronic approval, signature, checklist, system workflow, or other evidence that the review occurred. The Finance Department may perform additional reviews, spot checks, or transaction testing as necessary.
4.11 Compensating Controls
When staffing or operational limitations prevent full segregation of duties or implementation of another required control, a compensating control must be established to reduce the related risk.
Compensating controls may include independent supervisory review, more frequent reconciliation, review of original supporting documentation, independent counts, review of financial or system activity, or additional Finance Department review.
Administrators and supervisors may implement additional safeguards within their areas of responsibility. A compensating control that replaces or modifies a requirement of this manual must be approved in accordance with Section 1.6 before implementation.
A second signature or approval is effective only when the reviewer performs an actual review. Compensating controls must be documented, identify the individuals responsible for performing them, and be performed consistently.
4.12 Financial Training and Continuity
Employees assigned financial responsibilities must receive sufficient instruction and training to perform those responsibilities in accordance with RCPS requirements.
Employees subject to Finance Department fiscal training or acknowledgment requirements must complete the required training or acknowledgment within the timeframe established by the Finance Department.
Additional training may be required when responsibilities change, new systems or procedures are implemented, or recurring errors or control weaknesses are identified.
Administrators and supervisors must ensure that designated backup personnel are identified and cross-trained for essential financial responsibilities. Backup personnel must have the appropriate authorization, system access, and instructions to perform their assigned duties while maintaining required internal controls.
4.13 Conflict of Interest and Ethical Conduct
Employees must perform financial responsibilities objectively and in the best interest of RCPS. Actual or potential conflicts of interest must be disclosed and handled in accordance with applicable law, School Board policy, and RCPS procedures.
Employees may not use their position, purchasing authority, access to information, or RCPS resources for personal benefit or for the unauthorized benefit of another individual or organization.
An employee with an actual or potential conflict related to a financial transaction must disclose the conflict before participating in the approval, purchasing, payment, or other decision-making process.
4.14 Fraud, Theft, Loss, and Financial Irregularities
Suspected fraud, theft, misappropriation, loss of funds or property, falsification of records, unauthorized financial activity, or other significant financial irregularity must be reported immediately to the appropriate administrator and the Finance Department. A loss or shortage must be reported even when fraud is not suspected.
If the suspected matter involves an employee's normal supervisor, administrator, or a Finance Department employee, the concern must be reported to another appropriate RCPS administrator or official. An employee is not required to report a suspected irregularity to an individual who is the subject of the concern.
Employees should report the facts known to them but should not independently investigate the matter, confront a suspected individual, alter records, or take other action that could interfere with a review or investigation.
Relevant financial records, electronic information, correspondence, and other potential evidence must be preserved. The Finance Department or another appropriate RCPS official, as applicable, will coordinate any additional review, investigation, or reporting required.
4.15 Control Weaknesses, Exceptions, and Corrective Action
Employees must promptly report known or suspected internal control weaknesses to the appropriate administrator or the Finance Department. If the control weakness involves the employee's normal supervisor, administrator, or a Finance Department employee, it must be reported to another appropriate RCPS administrator or official.
Control weaknesses may include missing or ineffective reviews, inadequate segregation of duties, repeated errors, unexplained differences, missing documentation, inappropriate system access, incomplete reconciliations, or financial procedures that are being bypassed.
Established financial procedures may not be bypassed solely for convenience. Exceptions to requirements contained in this manual must follow the approval requirements established in Section 1.6.
Identified weaknesses and financial errors must be corrected in a timely manner. Corrective action may include correcting a transaction, revising a procedure, adding an independent review, changing system access, providing additional training, or establishing a compensating control.
For significant or recurring issues, the Finance Department may require a documented corrective action plan, establish a completion deadline, and perform follow-up to determine whether the corrective action has been implemented and is effective.
Chapter 5 — Chart of Accounts and Coding
5.1 General
5.1.1 Purpose
The Chart of Accounts is the standardized financial structure used by Roanoke County Public Schools (RCPS) to classify, record, and report financial transactions.
Proper coding supports consistent accounting, budget monitoring, financial reporting, audit requirements, and reporting to the Virginia Department of Education (VDOE) and other agencies.
5.1.2 Two Accounting Structures
RCPS maintains two separate Chart of Accounts structures because School Board Funds and School Activity Funds are maintained in different accounting systems.
School Board Funds are maintained in Microsoft Dynamics 365 (D365), which is shared with the County of Roanoke. D365 uses multiple financial dimensions to describe each transaction.
School Activity Funds are maintained in TrackYourFunds (TYF). TYF uses three primary coding elements: Classification, Group, and Object. Classification and Group together form the Common Account. An optional Project may be used to track a specific activity within an account.
| System | Structure |
| D365 – School Board Funds | Main Account – OL1 – Department – Division – Fund – Function – Program – Location – Project – Medicaid |
| TYF – School Activity Funds | Common Account (Classification – Group) and Object, with an optional Project |
5.1.3 Administration
The Finance Department maintains the official Charts of Accounts for D365 and TYF. Except for optional TYF Projects permitted under Section 5.3.5, employees and schools may not independently create, rename, repurpose, or materially change account codes or coding values.
Requests for new accounts or changes to existing accounts must be submitted to the Finance Department. The Finance Department will determine whether an existing account should be used or whether a new account or coding value is necessary.
Schools may establish and maintain optional TYF Projects as provided in Section 5.3.5. These Projects support activity tracking within the standardized account structure and do not authorize changes to Classification, Group, or Object codes.
The accounting systems and Finance-maintained coding resources are the authoritative sources for current account values.
5.1.4 Coding Rules
Transactions should be coded based on what actually occurred and the purpose of the funds, not simply where budget or cash is available.
The following rules apply to both accounting systems:
- Use the most accurate and specific coding available.
- Do not use an incorrect account simply because budget or cash is available there.
- Do not create accounts solely to track a vendor, employee, purchase, or temporary event when existing coding can provide the necessary information.
- Use miscellaneous accounts only when no more specific account exists.
- Contact Finance when the correct coding is uncertain.

5.2.1 D365 Chart of Account Structure
School Board Funds are maintained in D365 using financial dimensions. The dimensions work together to describe the transaction.
| Dimension | Identifies |
| Main Account | What happened? (Required for VDOE reporting) |
| OL1 | What broad spending category applies? |
| Department | Which organizational area is responsible? |
| Division | Which unit within the Department is responsible? |
| Fund | Which financial resources are being used? |
| Function | What activity or service is being provided? (Required for VDOE reporting) |
| Program | What program or student population is being served? (Required for VDOE reporting) |
| Location | Which school or site is receiving the benefit? (Required for VDOE reporting) |
| Project | Does the transaction relate to a specific grant or project? |
| Medicaid | Does Medicaid reporting apply? |
Revenue account structure:
Main Account – Department – Division – Fund – Project – Location
Expenditure account structure:
Main Account – OL1 – Department – Division – Fund – Function – Program – Location – Project – Medicaid
Not every dimension is required for every transaction. D365 determines the dimensions required based on the applicable account structure.
5.2.2 D365 Main Account
The Main Account identifies what the transaction is for. Use the Main Account that most accurately describes what was received, purchased, or paid. The table below summarizes the primary expenditure Main Account series. Because the complete list of Main Accounts is too extensive to reproduce in this manual, users should refer to the Chart of Accounts in D365 for the full list of available Main Accounts.
RCPS expenditure Main Accounts are generally grouped as follows and align with state and federal reporting classifications:
| Series | Classification |
| 1xxxxx | Salaries and Wages |
| 2xxxxx | Fringe Benefits (including FICA) |
| 3xxxxx | Purchased Services |
| 4xxxxx | Internal Services |
| 5xxxxx | Other Charges |

The Common Account is the primary account number used by the bookkeeper and is created by combining a Classification with a Group.
| Element | Identifies |
| Common Account | The primary account used by the bookkeeper; made up of the Classification and Group. |
| Classification | What kind of money is it? |
| Group | Whose money is it or what activity does it belong to? |
| Object | What happened? |
| Project | Optional additional detail used to track a specific classroom, teacher, event, initiative, trip, or other subset of activity. |
Together, these elements identify the ownership, purpose, financial activity, and any additional school-level detail associated with School Activity Funds.
5.3.2 TYF Classification
The Classification is part of the Common Account and identifies the broad nature or ownership of the funds.
| Classification | Description | Use |
| 00 | School-Wide | General school-wide activity separate from student organizations |
| AF | Athletic Fundraising | Fundraising proceeds restricted to an athletic program or team |
| AL | Allotments | Funds allocated by the School Board for a designated purpose |
| AT | Athletics | School Board funding, ticket sales, and other non-fundraising athletic activity |
| CL | Club | Funds belonging to a distinct student organization |
| GR | Grant/Scholarship | Grant or scholarship funds subject to specific restrictions |
| IN | Instructional | Instructional programs, classroom activities, materials, and field trips |
| SB | School Board | Funds controlled by or required to be remitted to the School Board |
5.3.3 TYF Group
The Group is part of the Common Account and identifies the activity, organization, program, sport, grant, or other purpose to which the funds belong. Groups are assigned by Finance and should represent a continuing activity or purpose.

5.3.5 TYF Project
A Project provides optional detail within an existing Common Account. Schools may establish and maintain Projects to track a particular classroom, teacher, event, initiative, trip, or other activity.
| Project Use | Example |
| Classroom | Identify activity associated with a classroom or teacher. |
| Activity or Event | Track an individual trip, competition, or event. |
| Initiative or Purpose | Track a particular initiative within an existing account. |
Schools should use clear, consistent Project names and periodically review whether Projects remain useful. A new Project should not be created when existing coding already provides sufficient detail.
School-maintained Projects do not authorize changes to Classification, Group, or Object codes or to the purpose or restrictions of the underlying funds.
Chapter 6 — Budgetary Control
6.1 General
6.1.1 Budgetary Control Overview
Budgetary control ensures that financial resources are used for authorized purposes and that spending and commitments remain within available resources.
Employees responsible for financial resources must monitor balances, account for outstanding obligations, and promptly address potential shortages.
The Finance Department establishes procedures, oversees compliance, and assists departments and schools in resolving budget concerns.
School Board Funds are controlled through D365 budgets and applicable appropriations. School Activity Funds are managed according to account balances, outstanding obligations, account purposes, and applicable restrictions.
6.2 School Board Funds
- 6.2.1 Budgetary Authority
- 6.2.2 Grants and Restricted Budgets
- 6.2.3 Available Budget and Commitments
- 6.2.4 Monitoring Budget Balances
- 6.2.5 Budget Transfers and Budget Register Entries (BRE)
- 6.2.6 Negative Budget Balances
- 6.2.7 Budget Amendments and Additional Appropriations
- 6.2.8 Year-End and Carryover
6.2.1 Budgetary Authority
The School Board adopts the annual budget by fund. The Roanoke County Board of Supervisors appropriates funds by expenditure category through the annual appropriation ordinance and subsequent amendments. These actions establish the approved financial plan and legal spending limits for School Board Funds.
The Finance Department records the approved budget and authorized revisions in D365, the official accounting and budget record for School Board Funds. Department, program, and project budgets provide additional detail for managing resources within the approved fund and appropriation limits.
Employees may commit or spend funds only within their assigned authority, available budget, and applicable appropriation limits. An available budget balance does not replace required purchasing approvals or permit spending that violates funding restrictions or other RCPS requirements.
Budget transfers, amendments, and additional appropriations must follow the requirements in Sections 6.2.5 and 6.2.7.
6.2.2 Grants and Restricted Budgets
Grant and restricted budgets must follow the funding agreement, approved budget, authorized period, and applicable restrictions. Available budget does not make an otherwise ineligible expenditure allowable.
The grant manager is responsible for monitoring program requirements and activity and entering budget amendments in OMEGA. The assigned Finance Manager establishes new grant budgets and enters increases or decreases to the overall grant budget in D365.
For applicable VDOE grants, OMEGA is used to establish and revise grant budgets. D365 remains the official RCPS accounting and budget record. The D365 and OMEGA budgets must reflect the authorized award and approved revisions, with timing differences identified and reconciled.
Establishing a New Grant Budget
- The grant manager obtains the award documentation and approved application or budget.
- The grant manager confirms the award amount, grant period, restrictions, matching requirements, and special conditions.
- The grant manager provides the documentation to the assigned Finance Manager for account coding and budget establishment.
- For applicable VDOE grants, verify that the OMEGA budget reflects the approved award and required VDOE approval.
- The Chief Financial Officer must obtain required School Board approval and Board of Supervisors appropriation, as applicable, before funds may be committed or spent.
- The assigned Finance Manager establishes and verifies the D365 budget and notifies the grant manager when it is available.
- The grant manager and assigned Finance Manager verify that the D365 budget agrees with the approved grant budget and OMEGA budget, when applicable.
Revising an Existing Grant Budget
- The grant manager documents the proposed revision and obtains grantor approval when required.
- The grant manager enters the applicable budget amendment in OMEGA and obtains required VDOE approval.
- The grant manager provides the approved revision and supporting documentation to the assigned Finance Manager.
- The assigned Finance Manager identifies affected D365 budget lines and determines whether existing appropriation authority is sufficient.
- The Chief Financial Officer must obtain required School Board approval and Board of Supervisors appropriation, as applicable, before the revised budget is used to commit or spend funds.
- The assigned Finance Manager enters any increase or decrease to the overall grant budget in D365. Reallocations within the existing grant budget must follow the budget transfer procedures in Section 6.2.5.
- After posting, the grant manager and assigned Finance Manager reconcile the D365 budget to the approved grant budget and OMEGA budget, when applicable.
- The assigned Finance Manager notifies the grant manager when the D365 budget change is complete.
Supporting Documentation
Retain award documents, approved budgets, grantor approvals, applicable OMEGA budget records, Budget-to-Actual reports, Budget Register Entries, and required governing-body approvals.
Monthly Grant Budget Review
The grant manager must review grant budgets and financial activity monthly. Compare the authorized award and approved grant budget with the D365 budget, expenditures, and outstanding commitments. For applicable VDOE grants, also verify that the OMEGA budget reflects the approved grant budget and amendments.
The grant manager must document the review and coordinate with the assigned Finance Manager to identify timing differences and resolve discrepancies promptly.
Unused restricted funds must be handled according to the funding terms and may require return to the grantor.
6.2.3 Available Budget and Commitments
Available budget is the amount remaining after expenditures and outstanding commitments are considered.
D365 may reserve budget for purchase requisitions as pre-encumbrances and for approved purchase orders as encumbrances. These reservations reduce the amount available for additional spending.
Before authorizing additional obligations, budget managers must consider actual expenditures, pre-encumbrances, encumbrances, and other known commitments, including purchasing card transactions not yet posted in D365. The same obligation must not be counted more than once.
Requisitions and purchase orders that are no longer needed must be cancelled or closed through the applicable purchasing procedures to release unused budget reservations.
6.2.4 Monitoring Budget Balances
Budget managers must monitor their assigned budgets throughout the fiscal year and complete a documented review at least monthly.
The review must include:
- Budget balances, expenditures, and outstanding commitments;
- Actual or projected budget shortages;
- Unusual transactions and coding errors;
- Open requisitions and purchase orders; and
- Necessary corrections or budget adjustments.
Budget managers must promptly address identified concerns and work with their assigned Finance Manager when assistance is needed. Significant concerns and planned corrective actions must be documented and communicated to the Finance Department.
The Finance Department also reviews budget activity and may require corrective action or coordinate authorized adjustments with the affected department.
6.2.5 Budget Transfers and Budget Register Entries (BRE)
A budget transfer reallocates existing spending authority. It does not create additional resources or authorize spending beyond an appropriation.
Departments may initiate transfers within their assigned budgets through D365 workflow. Interdepartmental transfers must be coordinated with the assigned Finance Manager to determine and obtain required approvals.
Transfers must preserve the limits established by the appropriation ordinance unless the required governing-body approval has been obtained. Grantor approval must also be obtained when applicable.
A Budget Register Entry (BRE) records an authorized budget change in D365. It does not correct an actual expenditure. Incorrect expenditure coding must be corrected through the appropriate accounting entry.
Procedure for Budget Transfers
- Review current D365 budget and activity reports.
- Identify the amount and the financial dimensions for the budget decrease and increase.
- Verify sufficient available budget and compliance with funding restrictions.
- Determine and obtain required approvals.
- Create the BRE using the applicable budget model, budget code, reason code, and dimensions.
- Enter budget decreases as negative amounts and increases as positive amounts.
- For transfers within a fund, verify that the transfer lines net to zero.
- Refer transfers between funds to the Finance Department for the appropriate entry structure and approvals.
- Enter an explanation and attach supporting documentation.
- Submit the entry through D365 workflow.
- After posting, verify the resulting budget balances.
Other Budget Revisions
Additional appropriations, grant revisions, carryover, and other authorized budget changes must use the entry structure and budget code directed by the Finance Department. These entries are not necessarily subject to the same zero-balancing requirement as an internal budget transfer.
Documentation
Retain the budget report, amount calculation, transfer purpose, affected accounts, and required approvals. Include grantor documentation and School Board or Board of Supervisors action when applicable.
6.2.6 Negative Budget Balances
Departments must manage spending within authorized budgets and appropriation limits.
A negative individual account balance does not necessarily indicate that an appropriation has been exceeded. Budget managers must investigate negative balances during monthly review and determine whether they arise from timing, coding errors, changed spending plans, or insufficient budget.
Correct actual expenditure errors through the appropriate accounting entry. Correct budget allocation issues through an authorized Budget Register Entry.
Routine budget cleanup for grant, project, and other carryover accounts must be completed quarterly in accordance with the Monthly Close Checklist. Quarterly cleanup does not permit delaying action on an appropriation shortage, funding restriction violation, coding error, or other issue requiring immediate attention.
Refer unresolved shortages and significant concerns promptly to the assigned Finance Manager.
6.2.7 Budget Amendments and Additional Appropriations
A budget amendment changes the approved financial plan to reflect additional revenue, revised funding, new awards, or other authorized changes.
Changes requiring additional appropriation must receive the necessary School Board approval and Roanoke County Board of Supervisors appropriation before spending occurs.
Departments and schools may not commit anticipated additional revenue until required approvals are obtained and the authorized budget is established in D365.
The Finance Department records approved budget amendments, carryover, and other authorized revisions in D365.
6.2.8 Year-End and Carryover
Budget authority applies to the fiscal year and purposes for which it was approved, subject to applicable law and authorized carryover actions.
Before year-end, departments must review remaining budgets, open requisitions and purchase orders, and grant and project balances. Cancel or close commitments that are no longer valid through the applicable procedures.
Eligible purchase orders and related budget may be carried forward under Finance Department year-end instructions and required approvals.
The Finance Department determines amounts eligible for carryover through the annual closing process. Eligible amounts may include outstanding encumbrances, authorized General Fund surplus, and available balances in other funds or projects.
An unspent budget, remaining cash, or an unexpired grant period does not independently authorize spending in the next fiscal year. Carryover requires applicable School Board action, Board of Supervisors appropriation, and compliance with funding restrictions.
Amounts unavailable for carryover must expire, revert, or be returned as required by the applicable law or funding terms.
6.3 School Activity Funds
- 6.3.1 Monitoring Available Funds
- 6.3.2 Transfers Between Activity Accounts
- 6.3.3 Negative Account Balances
- 6.3.4 Year-End Balances
6.3.1 Monitoring Available Funds
School Activity Funds are managed according to the resources and authorized purposes of individual activity accounts rather than the formal budget and appropriation process used for School Board Funds.
Available funds are the recorded account balance less outstanding obligations and commitments that have not already reduced that balance. Availability must also reflect applicable restrictions.
Temporary negative account balances are permitted only under the documented reimbursement or athletic account exceptions in Section 6.3.3. Anticipated fundraising proceeds, unapproved funding, or unsupported expectations of reimbursement do not otherwise authorize spending beyond available funds.
Before initiating or approving spending, the Principal, Bookkeeper, and fund sponsor must verify that sufficient available funds exist or that the expenditure meets an exception in Section 6.3.3. They must also verify that the proposed use is permitted. The school must have sufficient cash to make the payment without impairing its ability to meet other obligations.
The Principal must review School Activity Fund financial reports at least monthly and document the review. The Principal and Bookkeeper must address unusual activity, low or declining balances, outstanding obligations, inactive accounts, potential deficits, restricted balances, and outstanding reimbursements with the appropriate fund sponsor.
6.3.2 Transfers Between Activity Accounts
Transfers between School Activity Fund accounts require a legitimate financial purpose, supporting documentation, and Principal approval.
Before approving a transfer, the Principal and Bookkeeper must verify that the transfer is consistent with both accounts' purposes and restrictions and that sufficient funds remain to meet obligations in the source account.
Allotments may not be transferred between accounts, and funds raised or collected for a particular club, team, student group, or restricted purpose may not be transferred to an unrelated purpose. Transfers may not circumvent restrictions or conceal overspending.
Correct accounting errors through the appropriate accounting entry rather than using a transfer to conceal the error.
Record each transfer in TYF and retain documentation identifying the source account, destination account, amount, reason, and Principal's approval.
Activity accounts should remain financially self-supporting unless an authorized and properly documented allocation supports the activity in accordance with applicable restrictions.
6.3.3 Negative Account Balances
School Activity Fund spending and commitments must remain within the resources authorized and available for the account, except as permitted under the documented reimbursement and athletic account exceptions below.
A temporary negative account balance may occur when approved expenditures are paid before the related reimbursement is received. This includes school activity grant accounts awaiting reimbursement from the School Board office and clearing or School Board fee accounts with documented reimbursements due. Such balances must represent authorized, reimbursable expenditures rather than unsupported overspending.
The Bookkeeper must maintain documentation identifying the expenditures, reimbursement source, amount due, and status of the reimbursement request. The Principal and Bookkeeper must review these balances monthly and follow up on outstanding reimbursements.
Athletic accounts may temporarily have negative balances during the applicable sports season with Principal approval. The Principal, Athletic Director, and Bookkeeper must document how the deficit will be covered and monitor the account at least monthly. Each athletic account must be restored to zero or a positive balance by the end of the applicable sports season. The school must maintain sufficient cash to meet its other obligations.
If a negative balance does not meet either exception, the Bookkeeper must promptly notify the Principal and fund sponsor. They must identify the cause and develop a documented plan to restore the account to zero or a positive balance. Additional spending must not increase an unsupported deficit.
Corrective entries and transfers must comply with Section 6.3.2 and the purposes and restrictions of all affected accounts, including the prohibition on transferring allotments.
6.3.4 Year-End Balances
School Activity Fund balances ordinarily remain with their activity accounts from year to year, subject to the accounts' purposes and restrictions. Allotments and funds required to be remitted to the School Board are exceptions to this general rule.
Before year-end closing, the Bookkeeper and Principal must review all accounts for outstanding obligations, inactive activity, clearing balances, negative balances, and other items requiring resolution.
Allotments must be used during the fiscal year in which they are issued. Unspent allotment funds, including amounts encumbered by purchase orders, must be returned to the School Board by check on or before June 30. An outstanding purchase order does not authorize an allotment balance to be carried forward.
Funds collected on behalf of the School Board, including applicable laptop damage fees, textbook, tuition, and other flow-through collections, must be remitted through the established School Board billing and payment process on or before June 30. Supported prepayments for the following fiscal year must be separately identified and documented.
Clearing and School Board fee accounts normally have a year-end balance of zero. A remaining balance may be appropriate when it represents a documented reimbursement due or a supported prepayment for activity in the following fiscal year. Each remaining balance must be investigated and supported.
At fiscal year-end, negative balances may remain only when they represent documented reimbursements due for authorized expenditures under Section 6.3.3. The Bookkeeper must provide supporting documentation to the Finance Department before closing. All other deficits, including athletic account deficits, must be resolved before year-end.
Balances carried forward remain subject to their original purposes and restrictions. Carrying a balance forward does not authorize its use for another purpose.
