Student Transfers & Non-Residents

We are now accepting applications for the 2024-2025 school year.

Students that are current transfers with no residential changes do not need to fill out a new application for the 2024-2025 school year. The only exceptions are Non-Resident 5th to 6th grade students and In-County 5th to 6th students who do not live in the requested middle school area. Parents were mailed an updated application to be returned to our office.

Kindergarten requests do not need to include any additional documentation except proof of residency.

Student Transfer Requests for the 2024-2025 school year:

School attendance areas for each school are established by the School Board. Students shall attend the school in the attendance area in which they reside and to which they are assigned, unless special permission is granted by the School Board. RCPS offers parents and/or legal guardians of students the opportunity to request placement into a different RCPS school through the Student Transfer Request process.

Once decisions are made, letters will be mailed to the address on the application.

In-County Student Transfer requests:

Parents/Legal Guardians who are residents that reside within the Roanoke County Public School attendance zone may request an in-county transfer from their student’s base school to another RCPS school by submitting the In-County Transfer Request to the address on the form.

The following must be included with application in order to be considered:

  • Most recent report card or transcript.
  • Most recent Discipline report (even if it is blank).
  • Most recent Attendance report (even if it is blank).
  • Proof of Residency: Mortgage or Lease - The student(s) must be listed as occupant(s) on a lease.
  • If an approved In-County transfer student chooses to enroll in RCPS Online Academy as a 100% virtual student, they will be transferred back to the school of residency AND the In-County transfer approval will become void.

Non-Resident Student Transfer requests:

Parents/Legal Guardians of students who do NOT reside within the Roanoke County Public School attendance zone may request a non-resident transfer to a RCPS school by submitting the Non-Resident Transfer Application to the address on the form. Tuition is NOT refundable.

The following must be included with application in order to be considered:

  • Most recent report card or transcript.
  • Most recent Discipline report (even if it is blank).
  • Most recent Attendance report (even if it is blank).
  • Proof of Residency: Mortgage or Lease - The student(s) must be listed as occupant(s) on a lease.

Tuition Fees 2024-2025 School Year

If an application is approved, tuition payments are made payable to the requested school and submitted to the requested school.

Children of Nonresident Staff Members/Roanoke County Govt. Employees

According to RCPS School Board Policy 7.02:

  • Nonresident children of full-time and contracted part-time employees of the Roanoke County School Board may attend without tuition fees but will be subject to all other provisions for nonresident students. 
  • Nonresident children of full-time Roanoke County Government employees may attend without tuition fees but will be subject to all other provisions for nonresident students and must attach a current paycheck stub as proof of employment.
  • Substitutes/Long-term Substitutes do not meet the qualifications for the employee rate.


Non-Resident Tuition Rates:
All other NON-RESIDENT applicants pay FULL Tuition for each student:  KG – 12th grade - $1,000.00 per student.

Payment options for students enrolled as Non-residents during the 2024-2025 school year:  $1,000.00 per student

Option 1:  Pay in full:  $1,000.00
Due date:  August 16, 2024

Option 2:  Pay in two installments:  $1,000.00
Amount of payment 1:  $500.00
Due Date:  August 16, 2024
 
Amount of payment 2:  $500.00
Due Date:  January 10, 2025
